El fenómeno del volumen y la tasa de crecimiento de la deuda pública de las entidades federativas en México ha tomado gran importancia en los últimos años. A partir de 2006 la deuda pública del Tamaulipas comienza a tener un crecimiento pronunciado y entre 2009 y 2011 su crecimiento se hace exponencial. El objetivo de este trabajo es analizar el endeudamiento público en Tamaulipas y compararlo con la evolución del gasto público, indicando cuáles partidas y adonde se ha orientado el gasto en el periodo (2003-2013). Inicialmente se exploran las condiciones que inciden sobre el endeudamiento público de los estados, como baja presión fiscal, ausencia de soberanía fiscal (recaudación centralizada), elevados gastos públicos estatales por compromisos de los partidos gobernantes, limitada transparencia pública sobre la información financiera, entre otras. En la segunda parte se analiza el proceso de endeudamiento del estado en relación con las transferencias federales y se analiza la aplicación de los recursos transferidos de acuerdo a los presupuestos de egresos de ese periodo. Por último, se presentan las conclusiones así como una valoración de la situación actual que Tamaulipas presenta en términos de endeudamiento. Se constató que a pesar del crecimiento acelerado de la deuda y el gasto público en Tamaulipas en el periodo analizado, ello no se ha traducido en tasas de crecimiento económico equiparables, sino que ha perdido posiciones en diversos rankings de competitividad y seguridad.

The aim of this study is to analyze Cuba's foreign trade with three main partners during the so-called Special Period, a result from the dissolution of the Soviet Union in 1991. With the absence of the Mutual Economic Assistance Council (MEAC), Cuba had to make structural changes in its economy and foreign trade. A center-periphery model of doing business between Cuba and its trade partners was implemented. Under this model, China became Cuba's main supplier of manufactured goods and Cuba supplied raw materials. Foreign trade in Cuba was limited due to the economic embargo from the United States. Nowadays, the relation between these two countries has become more of a trading collaboration. The United States has turned into one of Cuba's main food suppliers, while Cuba exports art pieces and antiquities to that country. Russia also became a main exporter of manufactured goods and machinery to Cuba, just as China. In return, Cuba is sending raw materials to both of those countries.

ABSTRACT This paper explores the role of social media in importing logics across social contexts. It is based on an in-depth study of new high-tech small and medium enterprises (SMEs) and more established IT companies in Iran. We explore the process by which social media affordances interplay with forces of institutional entrepreneurship to create conditions for social change. More specifically we study the adoption in Iran of new business practices and models more commonly seen in other contexts, and relate this to the features of the platforms and the characteristics of a new generation of Iranian entrepreneurs. Drawing on institutional logics theory we conceptualize this process as one of transposition of logics in which dominant religious logics are challenged by market logics enabled by the mutual constitutional effects of human and material agencies. We suggest that three main mechanisms underpin this process: the discovery of practices from different institutional contexts, the appropriation of foreign practices, and the objectification of these practices. The study further contributes to the debate on the paradox of embedded agency and adds to the literature by providing a more integrated view of the role of social media in social change.

Alignment is perceived to be a desirable aim in IT projects – by improving the fit between the technology and the aims of the organization. Our study departs from previous literature by looking at this issue as a more dynamic and contextually localized phenomenon – emphasizing this dynamic quality by the use of the term aligning. We take a performative view by conceptualizing the “doing of strategy” in the context of implementing a new IT based self-service check-in kiosk system in a UK airport organization. Adopting a single qualitative interpretive case study research approach, we observed and conceptualize three distinct processes of aligning information systems: decoupling, reframing and repackaging. The study draws on recent work repositioning information systems alignment as a dynamic process of knowledge creation and exploration.

ABSTRACT Social media adoption within organisations enables wider employee participation in corporate communication and rhetoric. We study the impact of social media on rhetorical practices inside organisations, namely how social media reshapes senior management communication. We study the online communication environments of eight organisations and identify two contrasting approaches in dealing with social media adoption: the closed and open model. In the closed model, organisations maintain central control and their communication platforms remain mainly one-way. In the open model, organisations develop and foster two-way interaction. The study finds that in the "open model", governance and culture of the organisation changes in order to address the shift in control and tension between top-down and bottom-up communication. Our key contribution is in rethinking rhetorical practices in the context of modern open and fluid online communication environments in organisations -- rhetorical diffusion - and characterising the changes in governance and culture that enable this transition -- internal ambidexterity.
